The Miami-Dade Gay & Lesbian Chamber of Commerce & GALLA presents its monthly networking program tailored for attorneys, judges and legal professionals held on the middle Wednesday of each month. Guest Speaker: Denise O'Connell (Assistant General Counsel, Ethics at the Central Intelligence Agency (CIA) providing CLE on "Ethics".
The presentation will primarily focus on the Standards of ethical conduct for employees of the executive branch (“Standards”) (5 C.F.R. Part 2635) and will also address financial conflicts of interest (18 U.S.C. 208; 5 C.F.R. Part 2640). Time permitting, the presenter will briefly discuss the post-employment conflict of interest restrictions (18 U.S.C. 207; 5 C.F.R. Part 2641). The Standards are akin to a professional code of conduct for Federal government employees and provide rules governing acceptance of gifts from outside sources as well as gifts between employees, impartiality in performing official duties, misuse of position, seeking non-Federal employment and other outside/personal activities.
The financial conflict of interest statute addresses an employee’s ability to take action on matters that could affect their own financial interests, as well as the financial interests of others imputed to the employee under the statute. Finally, the post-employment restrictions limit an employee’s ability to represent third-parties (non-Federal entities) back to the Federal government, primarily based on the work the employee performed as part of their official government duties.

Denise O'Connell currently serves as an Assistant General Counsel, Ethics at the Central Intelligence Agency. Prior to joining CIA, she served as an Attorney Advisor at the Office of Government Ethics (2009-2012) in Washington D.C., and an attorney in the United States Army JAG Corps (Active Duty and Reserves; 2006-2012). In the JAG Corps, she served as an Administrative Law Attorney and Ethics Counsel at Walter Reed Army Medical Center in Washington D.C. and a Legal Assistance Attorney at Yongsan Garrison in Seoul, South Korea.
Denise earned her J.D. from University at Buffalo Law School in 2005, M.A. in Sports Management from The Ohio State University in 1995, and B.S. in Business Studies from Buffalo State College in 1993.
